How we can help
The service is support for lawful employment. It is not an eligibility decision and it is not medical care.
Caregiver placement
Once a permit is in place, we help place a caregiver from abroad or from people already in Israel.
Read the pageHelp with the permit application
We help organize forms, documents, fees, and follow-up. The authority makes the decision.
Read the pageMatching and a home visit
A representative visits the home to match language, age, manner, and skill, and stays through the arrival.
Read the pageSupport during employment
Support does not end on the first day. We stay with the employer during the employment, with social-worker supervision.
Read the pagePossible funding for the care
We also support families whose funding comes from public bodies, health funds, or insurance.

- 1
A call with the branch
Tell the branch briefly what is happening, where the person lives, and whether there is already a benefit or a permit. Medical documents should not be sent through the website.
- 2
Which procedure applies
We look at whether the question is about the nursing benefit, a permit, or placement after a permit. The decision is not made on the call.
- 3
Filing the application
We help with the forms, the documents, the fee, and follow-up with the permits unit. The approval is also mailed to the patient.
- 4
Screening and matching
After a permit, a worker from abroad or someone already in Israel can be placed. A representative comes to the home for the match.

Common questions
What services do you provide?
Yad Harutzim supports the employment of a foreign caregiver: help with the permit application, placement from abroad or from workers already in Israel, matching during a home visit, and support during the employment. We also support families funded by public bodies, health funds, and insurers. There is no single price list.
How do we get started?
Call the branch in Ashkelon, Tel Aviv, or Beer Sheva, or leave a name, a phone number, and a locality on the form. The call clarifies whether a benefit or a permit already exists. Do not send medical documents through the website.
Who decides whether a permit is granted?
The Population and Immigration Authority. Yad Harutzim helps prepare and file the application, but it does not grant eligibility and cannot promise a positive answer.
Can we employ someone without a permit?
No. The law prohibits employing a foreign caregiver without an employment permit and a valid work visa. Once there is a permit, the employer and the worker must be registered with a licensed bureau.
How much does it cost?
There is no single price list. The cost of employment depends on the working conditions and on each family’s circumstances, and a figure cannot be given without a conversation. A nursing benefit, if there is one, is not Yad Harutzim’s price. Please call a branch.
